Letter to the First Minister for Wales – Calls for Peace in Palestine
Dear Eluned,
Wales has long held a place on the global stage as a nation rooted in peace and responsibility – from the Women’s Peace Petition of 1924 to the more recent support for Ukrainian, Syrian, and Afghan families here in Wales.
These experiences underscore the values that guide us and inspire our commitment to become a Nation of Peace. This ambition aligns with our statutory commitments to a globally responsible nation under the Well-being of Future Generations Act.
The escalating conflict in the Middle East demands our continued attention and action, both for those affected abroad and for the communities here in Wales who feel its ripple effects. As highlighted in the recent Well-being of Wales Report, hate crimes motivated by religion or transgender status rose significantly in 2022/23, increasing by 26% and 22%, respectively. These statistics are a sobering reminder of the challenges we face in fostering a peaceful and cohesive society.
As Future Generations Commissioner for Wales, I have issued several statements reiterating the urgent need for peace and humanitarian action in response to the escalating conflict in Palestine.
In January 2024, I wrote that everyone has the right to live in peace, supporting the global call for a humanitarian ceasefire to ensure that aid can reach those in need and that innocent lives are protected (read more here). In my statement in June 2024, I highlighted the devastating humanitarian impact of the conflict. This call was underscored by my response to a report warning of a high risk of famine, urging immediate global action to alleviate suffering and prevent further loss of life (read more here).
I recently spoke at an event organised by Oxfam Cymru where an Oxfam worker shared an emotional account of life in Palestine At the meeting we heard from people who are deeply concerned about arms sales to Israel and who want Welsh Government to put pressure on the UK Government to do more to support the people of Palestine.
Our commitment to future generations extends beyond our borders. The Well-being of Future Generations Act includes the important goal of being a globally responsible country. The law obliges us to act in the interests of future generations that will be born in other parts of the world as well as those that will be born in Wales.
I welcome your recent comments in October calling for an immediate ceasefire, the unconditional release of hostages, and the removal of restrictions on humanitarian aid. I also welcome Welsh Government’s recent donation to the Disasters Emergency Committee appeal. These are essential steps, but I believe we can—and must—go further. The Welsh Government has an opportunity to act in partnership with the UK Government to represent Welsh values on the international stage.
This could include:
• advocating for the cessation of arms sales that fuel conflict.
• calling for ceasefires to protect vulnerable populations, and ensuring that humanitarian aid reaches those in desperate need.
Calling on public bodies to conduct an urgent review of public sector pension investments to ensure they are ethical and sustainable. Wales has set a strong precedent in supporting global efforts, such as deploying medical kits and doctors during the COVID-19 pandemic.
What actions is the Welsh Government taking to represent Welsh voices with UK counterparts regarding the situation in Palestine and neighbouring regions, and how will Welsh Government work to prevent the escalation of this conflict and support impacted communities here in Wales?
As a Nation of Sanctuary, we must also address the rising hate crimes that threaten the safety and well-being of our diverse communities. Compassionate leadership requires us to tackle these challenges with determination, ensuring that Wales remains a beacon of peace and inclusion.
Our voice on the global stage should not only celebrate achievements but also confront injustices. I urge the Welsh Government to reaffirm its leadership in global responsibility and peacebuilding, advocating for immediate and impactful actions to address this pressing issue.
In line with my commitment to openness and transparency in the advice I provide, I am sharing this letter publicly and I have also sent a copy to Members of the Senedd.
